  16. <p>In an explosive court case, Russia will re-examine its ban on
  17. the communists

  19. <p>    Any country that is serious about democracy will think twice
  20. about banning a political organization, even one so steeped in
  21. misdeeds and corruption as the Communist Party of the Soviet
  22. Union. The new Constitutional Court in Moscow has decided to do
  23. its rethinking by combining two cases -- a challenge from former
  24. communists to President Boris Yeltsin's decree outlawing the
  25. party and a plea from the government to declare the former
  26. Soviet Communist Party unconstitutional.

  28. <p>    Yeltsin's legal team, led by Sergei Shakhrai, a member of
  29. Parliament, will argue that the communist apparatus of the
  30. Soviet Union and Russia were "not parties in the political or
  31. legal sense" but actually governmental and criminal
  32. organizations.
  33. </p>
  34. <p>    At a press conference last week, Shakhrai displayed a
  35. tantalizing foretaste: a May 1975 order that directed the KGB
  36. to provide arms to one of the most militant Palestinian
  37. terrorist organizations, the Popular Front for the Liberation
  38. of Palestine, based in Syria. The weaponry was to be used, said
  39. Shakhrai, "to carry out operations against American and Israeli
  40. personnel in third countries."
